Grenfell video: Scotland s decisive response to its own tower-block tragedy put England to shame

Stephen Mackenzie Q&A There are so many dimensions to the Grenfell fire that it s hard to know where to start. In the video below, fire-risk consultant Stephen Mackenzie examines everything from the privatisation of fire-safety research to the inadequate logistical response on the ground in the immediate aftermath and the glacial pace of regulatory change in England versus Scotland. embedded content I m aware that the building regulations are under constant review, but there s a dichotomy in the turnaround time: four years for the Lakanal report, one year for the Scottish Garnock report. Stephen Mackenzie on the privatisation of fire research provision We ve increasingly seen over the past decades, our fire research provision within the UK, which is internationally renowned, becoming increasingly privatised. Whether it s a research establishment which is now a charitable trust, whether it s a fire service college which is now under the major government support contracts, or the emergency planning college which is under another support service provider On funding challenges for academic fire research The other thing we ve seen is it s increasingly more challenging for fire research academic teams to give that true independence in UK regions to secure funding for more fashionable, thematic areas. We have very small programmes with research, very important given life safety issues, and property protection issues, but we re in competition with larger, more profitable business degrees, MBAs and suchlike. On the skills shortage in fire engineering We ve also seen an erosion of succession routes for younger engineers in a challenging environment to become industry captains. Where we re seeing a throughput, so young professional awards, we didn t have recipients. So we need to look at that through funding of the fire cadet programme nationally, fire service trainees, encourage others to support those endeavours, and also look to how we fund our research. Ten or 11 years ago the Department of Community at local government was trying to get a national fire research academy off the ground. Unfortunately the commentary that came back on a very comprehensive research proposal, sponsored and supported by the whole sector, was you ve already got many organisations, therefore we can t fund it.

but it needs that focal point, that independence, and we need that international recognition and response. On the government s immediate response and failure to convene COBRA I think we ve seen a comparison between the Grenfell fire and Finsbury Park terrorist attack. Immediately following the Finsbury Park attack, Theresa May convened COBRA. That should have been the case on Thursday the day after the fire, or the latter hours of Wednesday. Convene COBRA, get emergency personnel leads in, coordinate with local authority responders, and have a better response and management of media, and to the families and residents concerns. Not only for Grenfell Tower blocks, but for all tower blocks in the UK. I feel it could have been sharper, more effective, and then the central government may not have received some of the criticism it has. I fully recognise the multi-agency response by the emergency services was fantastic. Those individuals in all three emergency services put themselves at significant risk, with debris falling down from the building on top of them.

Significant injuries occurring with the fire personnel, they still went into that building. When their dynamic risk assessments have said this is too risky for even emergency services personnel, possibly. The other thing we need to see is the softer services where we move from coordinated triad of emergency services. We have London-based annual emergency services exercises. We had one last year, a unified exercise, it went very well. We re very experienced. But then we seem to see some local stress and shocks with the local authority response. But now see that they have now caught up to speed. So I think moving from the emergency services response into the softer response by local authorities and the government, and there are a number of professional bodies in the UK that can facilitate and exist with that.

So it might be another line of enquiry for the coroner report, and also the public inquiry. On the Lakanal House report There s actually about 30 case studies, both in the UK and internationally, that we can refer to. Some of the more contemporary ones and two of the more important ones I ll draw attention to: the Lakanal report in 2013 following the Lakanal Camberwell fire where ladies and children expired. There were a number of recommendations made in that coroner court enquiry, predominantly looking at emergency service response and also looking at the complexities in interpretation of our building legislation, and the need for reducing, streamlining it, and making it more practical in application. That s a longstanding issue. I believe some of the professional bodies in the fire service community are doing research, campaigning, and petitioning government on that. I ll let them report on their own positions. On the Garnock Court enquiry The other more significant one that I have been talking about in the international press is quite a well-known report done by one of the legal councillors in the UK. It makes reference, and I m making referencing to the source, a public enquiry report, for the Garnock Court fire in Scotland in 1999.

The public inquiry was published in 2000, to the House of Commons. So we ve heard with Grenfell, Theresa May saying we ll go to a full public inquiry, we ll have parallel coroner court inquiries, and parallel criminal, and possibly civil actions as well. But in 2000, there was a report, and I ll quote, while this inquiry did not suggest the majority of external cladding systems in the UK currently in use pose a serious threat to life safety or property in event of fire, they did go on to add, we do not believe it should take a serious fire in which many people are killed before all reasonable steps are taken towards minimising the fire risk. They then go on to make commentary about the inclusion of standards through the British Standards Institute, revision of the Approved Document B, and the title of that report under the reference was The Potential Risk of Fire Spread in Buildings via External Cladding Systems. We have known about this problem and issue in the fire sector, the House of Commons are aware of it. the Prime Minister s office is now aware of it, I imagine, through the national press and their own technical advisors. On the glacial pace of regulatory change in England versus Scotland Let s look at legislation. We did it in Scotland. When we reviewed our fire safety legislation we also brought in new building regulations, we brought in new technical handbooks.

And I believe, if memory services me correct, the most recent release was either in June 2016 or June 2017. I am aware that the building regulations are under constant review. But there seems to be a dichotomy in the turnaround time: four years for the Lakanal report, one year for the Scottish Garnock report. Fire legislation report in Scotland was reviewed in 2005, and continued on the new basis, performance basis, whereas we appear to be limping on with a very outdated and outmoded document. Our colleagues at yesterday s expert panel FIREX International 2017 held a debate on the Grenfell fire were quite vocal about that position.

Securing UK borders: An examination of the implications of leaving the EU for UK border management

Recent tragic events in Manchester and London have, among other things, underscored the importance to national security of getting Brexit right. Milestone Systems ties up partnership with Soliton Systems

mobile streaming Soliton Smart Telecaster Milestone Systems, the global leader in IP video management software (VMS), is partnering with mobile video streaming specialist Soliton Systems. Headquartered in Japan, Soliton develops live video streaming solutions for the public safety market. Its Smart telecaster range can stream real-time video over 3G and 4G LTE networks from remote locations via body-worn and other forms of mobile video cameras.

Cameras can live stream from fast-moving vehicles such as ambulances, fire trucks, police cars, motorcycles and helicopters or from a static location, such as a video surveillance van. The lightweight units are easy to carry on a person. Software that facilitates live streaming from a smartphone to a command centre, including GPS information can be downloaded from the App Store. H.265 encoding technology The Smart telecaster range uses H.265 encoding technology, which compresses real-time video for streaming over multiple 3G and 4G mobile networks simultaneously. More effectively than its predecessor, H.264, it can successfully operate even when mobile signal weakens. Founded in Denmark in 1998, Milestone Systems is one of the biggest players in the the global VMS market. Milestone, whichwas acquired by Canon for an undisclosed sum in 2014, was ranked as the number one global video management software provider by revenue in 2014. A brief history of the transformative effect of innovation on the physical security industry

Of course, more traditional and physical security services have changed profoundly through technological innovation over the decades too. Keeping buildings and personnel secure historically depended on the use of eyes and ears, people looking and listening for intruders and potential threats.

However, technology has now evolved to a point where they don t work alone. CCTV CCTV is perhaps the prime example of this. A staple of physical security, it catches things that may be missed by patrolling eyes. It s come a long way since its inception too. Initially developed during the Second World War, closed-circuit television became commercially available in 1949 and a domestic version was granted patent in 1969. There was one big problem, though: there was no functionality for recording so constant monitoring of the playback screen was required to render the system useable. CCTV 1980s style Things got easier in the 70s with the emergence of the VCR. Video surveillance and security were boosted dramatically. Monitors could be left unattended, safe in the knowledge that nothing would be missed.

Concrete proof of anything happening could be attained and criminals caught on the back of captured video. Further advancements in technology allowed CCTV to further tighten security. The VCR, which wasn t exactly renowned for its image and video quality, was supplanted by superior digital technologies throughout the 90s and noughties. Better resolution, more efficient storage and easier retrieval made for the basis of new innovations. In modern times, high-definition display and cloud-based systems have made for further improvements including an ability to monitor larger areas and provide clearer views of perpetrators if required. Walkie-Talkies Affectionately known as walkie-talkies, handheld transceivers play a pivotal role in many security setups, particularly larger ones. Offering instant communication, they are used by the likes of the police forces and military units around the world. They have helped to secure some of the toughest climates it the world and continue to do so. The initial eyes and ears model of physical security is toughened up with findings being able to be reported immediately.

This is of particular use when findings are time sensitive, for example, a thief running from the scene of a crime. A very able deterrent, walkie-talkies provide the link between seeing and doing that is so often need when it comes to security. Lighting So simple yet powerfully effective, security lighting illuminates an area making it easier for potential wrongdoers to be seen. Whilst it may seem pretty straightforward on the surface, many elements of lighting have had to change over the years to make them it as competent as it is today. Whilst bright lights have always been used, lighting that is overbearing can actually make it harder to see from the outside. On top of this, mismanaged lighting setups can result in glare, which again has an impact on the ability to see what is going on. There are also considerations needed for the processes for monitoring the illuminated area human eye or CCTV. With this in mind, lighting has been crafted to stand in line and not potentially be obstructive to security. Illuminated glows that highlight areas are likely to deter criminals, boosting surveillance.

Alarms Visual and audible deterrents in equal measures, security alarms are incredible at their job. The usual sensors used in these systems are PIR sensors will trigger an alarm when a person walks past. They ve stood the test of time for sure but more advanced technology is making for a new level in alarm security. There are a whole host of alarm triggers and actions that can be used to further strengthen and safeguard premises. Modern triggers may include: Glass or windows breaking Vibrations, such as those in building attacks Increased soundwaves, sometimes ultrasonic Photo-electric beams, laser alarms In most cases, security is strengthened thanks to the high-pitched sound that is made when one of these is triggered. More modern approaches can use a number of alternative actions based on a specific environment. Doors can be slammed shut, CCTV can begin rolling and services halted to protect anything of value. Biometric Recognition Technology Limiting access to certain areas can sometimes be tricky. Recognition software, however, takes all of the difficulty away whilst simultaneously improving security.

There are three main types facial, iris and fingerprint. All three provide stronger protection than a key. Without pre-cleared fingerprints, iris patterns or facial features, entry is impossible. These systems generally work very well. Fingerprint identification is impossible to clone or fool so is mightily secure. Early versions of facial and iris recognition software came in for criticism as they were sometimes able to be manipulated by using photos of somebody with authorisation. Later and more modern versions have been developed with a view to eliminating such problems. Advanced technology means that it is much harder to crack these systems, tightening security significantly. Shut Down Rooms In a similar way to light sensors detecting no movement and turning lights off, some people have implemented whole rooms based on such technology.

The benefits of this from a security viewpoint are huge. Where rooms are keeping sensitive information and valuable possessions, it is often imperative that strong security measures are in place. Timers can be set to manage closing and locking windows, powering down electronics (which may require a password to turn on again) and locking doors. Rooms can also be shut down manually or remotely offering controlled security for any situation. An Evolving World Although physical security still has somewhat of a dependence on eyes and ears, technology has played a huge role in its advancements over the years. There are literally thousands of ways in which security has benefitted from advancements made in tech and will surely find even more further on in the future. SIA Badge – Get your security badge in three easy steps …

Once you have completed your course and passed your exams, you will become a qualified Security professional. This entitles you to a certificate demonstrating your right to work in the industry, as well as the SIA’s licence stating you are a qualified professional. You also become an SIA badge holder, which shows everyone that you are a qualified, SIA-accredited, security worker.

The SIA security badge is all-important and as a SIA badge holder it is important that you have it on you at all times when working in a security setting. This matters because should a spot check be carried out and you are not wearing or carrying your SIA badge, you will be in contravention of SIA regulations. In most elements of your job as a security professional, the SIA security badge should be worn in a prominent position on your clothing. This will demonstrate that you are a qualified security professional, which may be important if an individual member of the public is looking to report suspicious or criminal activity to someone in authority. Professionals working in the Close Protection1 sector are exempted from this requirement due to the frequently confidential nature of their work and the need to have a degree of anonymity. The same applies to store detectives, whose role is often a plain-clothes one which necessitates being close to members of the public without attracting undue attention that may alert a potential lawbreaker.

Once you have received your SIA badge it is essential that you follow best practice as it relates to SIA badge holders. Aside from the aforementioned exceptions, all operatives who are on duty must wear the SIA security badge where it can be seen. The only other exceptions are where you have reported the SIA badge lost or stolen (in which case you will normally be able to request a replacement free of charge, so long as it is not a regular occurrence), or if it has been returned to the SIA for updating or replacement. If your SIA badge has been lost or stolen it is essential that you tell the police and the SIA as soon as you can this enables them to be on the lookout for anyone posing as an SIA Licence2 holder using your SIA badge, a circumstance which without your prompt action could result in trouble for you. Should you be convicted of a crime, or cautioned by the police about your actions, it is equally vital that you tell the SIA. A simple police matter may not be too damaging to your right to hold an SIA security badge, but if you fail to report it you run the very real risk of losing your SIA badge for disciplinary reasons.

It’s not worth ignoring this requirement in the long run, particularly as many convictions or cautions arise from non-violent, non-threatening activity. Getting it out in the open will allow the SIA to process it and you to move on. As with all other forms of photographic ID, it is not acceptable to deface or change your licence. Even if this is done innocently, it opens up the possibility of your licence having been tampered with for very non-innocent reasons including fraud, and therefore invalidates it, rendering any licensed activity that you take part in illegal. Should your licence become damaged, the procedure you should follow is the same as for lost and stolen licences advise the SIA and request a replacement, returning your current SIA badge if asked to do so.

As you can never be aware when a spot check is to occur, it is simply common sense to always wear your SIA badge whenever you are engaged in licensed activity. There are penalties for working without displaying your licence (or for failing to carry it in the case of covert security staff), so it is not worth being lackadaisical when it comes to carrying it. Spot checks are designed to catch people illegally working without a licence, and bringing yourself under suspicion on this front is extremely unwise, particularly when you are actually a licence holder. The circumstances in which your SIA security badge will be revoked are:

If you are not the person to whom the licence should have been issued if someone has posed as you or vice versa

You do not have the qualifications that you claimed when applying

You are convicted, cautioned or warned for a relevant offence particularly violent offences, drugs offences or similar

You become ineligible, or never were eligible, to work in the UK. IShould your licence be revoked, you will be informed in writing beforehand, with a letter outlining why it has been revoked and inviting your response.

If you feel that the decision is unjust you can respond within 21 days detailing inaccuracies and any possible mitigating information.

After the decision is finalised you have another 21 days to appeal it, providing evidence to support your appeal

Careers The global physical security market is growing fast! According to a report by MarketsandMarkets, the sector will be worth a whopping $105.26bn ( 85.70bn) by 2020. And that means that there will be an ongoing demand for first rate security officers and guards.

But not everyone is suited to a career in security. To be an effective security officer, you must have reasonable level of physical strength and fitness, patience, strong powers of observation and the ability to make decisions quickly. Additionally, you will need a keen sense of curiosity and demonstrable nerve since, ultimately, it will be up to you to spot suspicious activity and deter or detain anyone with a criminal agenda. Skills needed Throughout their careers, security officers often find themselves working in a wide range of roles with organisations in diverse sectors. For example, at different times, you may work at an airport, a hospital or a nightclub, or you may be responsible for securely transporting valuables or protecting a VIP (bodyguarding). Because of the varied nature of the security roles, you will have to be a fast-learner and able to adapt to radically different situations quickly. That said, there are some skills that are required for every security role. These include: Confidence and ability to deal with confrontational people Initiative and the ability to make quick decisions Trustworthiness and a polite manner Basic IT skills Good verbal and written skills Teamworking and the ability to follow instructions A good understanding of people and an ability to relate to people from all walks of life The ability to learn how to use technical equipment (such as CCTV and baggage scanners) In addition, a driving license as well as first aid, self-defence and fire training will help set you apart from the crowd. If this sounds like you, the next thing you need to do is get licensed.

SIA licensing In the UK, the SIA (Security Industry Authority) is responsible for regulating the private security industry. The SIA has two main duties: to license individuals undertaking designated activities within the private security industry, and to manage the Approved Contractor Scheme which measures private security suppliers against independently assessed criteria. (I m proud to say that Churchill Security is in the top 10 present of ACS contractors). An SIA licence confirms that you are a fit and proper person capable of fulfilling a security role, and is usually awarded within 25 working days of applying. To attain an SIA license, you ll need to be aged 18 or above and able to pass identity and criminal record checks. However, if you have a criminal record, you re not automatically disqualified from security guard work. The SIA will decide whether an offence should or shouldn t prohibit someone from entering the industry. You can use the SIA s free criminal record indicator to see whether you re likely to pass the criminality criteria. Career path and progression Once you land your first role, you can start working toward other security qualifications, such as: NVQ in Providing Security Services, City & Guilds Certificate for Security Guards or Security Practitioners, or the Skills for Security training course. These make it possible to advance to more senior and supervisory roles, such as security team leader and chief security officer.

With further qualifications, you will also be able to go into security training or management. Once you have enough experience under your belt, you may choose to apply your skills as a police officer, in a logistics role or in fraud prevention. Alternatively, you may decide to set up your own security company and specialise in providing your favourite security service (for example security dogs or access control).
