False alarms: The fake news of the control room

Functioning democracies are based on the ability of well-informed public to shape its views and cast its vote accordingly. However, when the public cannot discern between genuine facts and alternative facts (AKA fake news), it undermines the foundation of our democracies. To fill this gap Wikipedia founder Jimmy Wales recently introduced the WikiTRIBUNE, a website where news stories are backed by a community checking and rechecking all facts geared to be a source for verified evidence-based journalism.

The situation in the control room is analogous. These unwanted alerts are the fake news of the security industry. They clutter the view of the operators and limit their ability to understand the situation at hand and make an informed decision on how to respond. But can they be filtered out to leave only actionable intelligence about real incidents, as the WikiTRIBUNE does? As new sensors and systems have been diligently invested in, with the intention of improving the ability to prevent, detect and respond to incidents, an unwanted consequence has been a sharp uplift in false alarms. There has been evidence to suggest that US forces are losing as much as 6.5 million man hours to false alarms In fact, it has been suggested that false alarms can consume 90% of a control room operator s shift and that comes at considerable cost, far above and beyond the operator s time (although the impact should not be underestimated). In the extreme, closing a platform in a rail station, shutting an airport terminal, or evacuating a bank, for example, can see costs rises to millions in the blink of an eye. To illustrate the extent of this problem, we worked with a large European bank that was having to deal with a massive 19,000 false alarms each year. To place this in context, the cost of every resulting police dispatch was $50.

This issue of false alerts is also having a significant impact on police resources, with estimates of annual costs reaching $1.8bn (in the US) for their response. With police resources stretched, as a result of budget tightening and the global threat level, which remains high, it is an unwanted and wholly unnecessary distraction. In fact, there has been evidence to suggest that police forces (again in the US) are losing as much as 6.5 million man hours to false alarms. Root-cause analysis A root-cause analysis to determine the scale of false alarms in your organisation is imperative, but the critical factor in beginning to reduce them is to understand what is triggering them and this can throw up some surprises. Is there an issue with the location of a sensor? Has the right piece of kit been specified for its specific use? Has it been installed correctly? Is there a reliability issue with a certain vendor over another? Crucially, this isn t a one-off exercise.

It needs to be an ongoing, ingrained programme of monitoring to ensure operators are presented with actionable intelligence that is combined with a best-practice-driven response to every incident: situation management. It is not to suggest that it is possible to eradicate all false alarms, but it is a realistic expectation to drastically reduce the volume and frequency of them. In turn this helps operators to filter the noise and focus on the meaningful aspects of their job. The aforementioned European bank was able to reduce its false alarms to 1,200 per annum. It has achieved this through the use of its situation management (otherwise known as PSIM) system to correlate information and provide video confirmation of alarms in real time. By integrating all data feeds coming in to the control room and presenting a single operating picture, a situation management system provides situational awareness that in turn enables operators to be far more confident in being decisive about what is false, what is fact and how to best respond. Jon Denial is executive director at JPMorgan Chase and is quoted as saying: Filtering false alarms and focusing on the important information gives us real-time situational awareness. With an ever-increasing array of sensors and systems being made available to control rooms, the issue of false alarms is not abating. If anything, it is only going to get worse if it goes unchecked.

Aurora debuts long range facial recognition sensor at IFSEC 2017

IFSEC 2017 launch Facial recognition technology developer Aurora has unveiled at IFSEC 2017 a long range sensor that extends near infrared capabilities to a wider range of distances, making it suitable for more applications. Queue management, surveillance and VIP identification are possible applications with the technological advance. Aurora s specialist biometric imaging and illumination technology is designed to work with the latest versions of the company s deep learning-based facial recognition engines.

With its near IR -based facial recognition, Aurora has logged millions of successful events in applications, including time and attendance, airport passenger management and access control. Manchester Arena security searches under scrutiny following suicide bombing

Terror attack Security screening at the Manchester Arena, which was the scene of a suicide bombing last night, has come in for criticism from visitors. Among the criticisms aired on Twitter were comments that you could easily walk in with things under a coat , while several said their bags were not even checked. Entertainment and sporting venues in the UK are now urgently reviewing security procedures.

At least 22 people, many of them children, have so far being confirmed as fatalities and 59 injured in the attack at a pop concert in the city. The events occurred at about 10.30pm on Monday 22 May at the end of a concert by the American singer Ariana Grande. Chaos The attack took place in the foyer, leaving hundreds of people fleeing in terror and confusion. Many children and young teenagers were separated from their parents in the ensuing chaos. The injured had wounds consistent with shrapnel injury, according to medics. A nail bomb may have been used in the attack, as according to a witness nuts and bolts were strewn on the floor of the foyer. Greater Manchester police have confirmed that they believe the bombing was the work of a single man armed with an improvised explosive device. The attacker is among the dead. The investigation into the attack involves the police counter-terrorism network and Britain s domestic security service, MI5.

Britain s prime minister, Theresa May, said: We are working to establish the full details of what is being treated by the police as an appalling terrorist attack. All our thoughts are with the victims and the families of those who have been affected. Flags outside Downing Street flew at half mast. All political parties have suspended campaigning for the general election, which is less than three weeks away. May chaired an emergency meeting of the government s crisis committee, Cobra, on Tuesday morning. Chief constable Ian Hopkins said: We have been treating this as a terrorist incident and we believe that while the attack last night was conducted by one man, the priority is to establish whether he was acting alone or as part of a network. The death toll makes the attack in Manchester the worst of its kind since the bombings in 2005, where several suicide bombers detonated explosives they were carrying in backpacks in several busy London locations including a bus and tube stations, killing 52 people. Using radar sensors in security applications: benefits and technical deployment

In depth For surveillance tasks in the safety and security field, radar sensors are often essential instruments. The benefits of radars are evident: radar is capable of detecting motion, measuring speed, distance and the angle of arrival as well as the direction of movement. Radar can work in adverse conditions like rain, fog and dust and is able to cover long range as well as close distance.

It preserves anonymity due to the fact, that it is not able to deliver high-resolution pictures from faces or license plates, which ensures its acceptance. Motion sensors for anti-burglary protection systems indoor or outdoor are very inexpensive components, which take advantage of the doppler effect. In this application, radar replaces more and more the Passive Infrared Sensors, which have established in the past because of their low price. Reliable Radar, however, is much more reliable, because it is not affected by thermal variations and it offers additional information like direction of movement and the actual speed, making detection safer and more robust. InnoSenT offers an innovative solution with the SMR series. SMR stands for surface-mountable radar and describes a tiny, 15mm x 20mm x 3mm, Radar frontend, which is delivered on tape and reel and which can automatically be pick-and-placed and soldered to the customer s PCB in a standard SMT process. This ultra-small device incorporates a complete 24GHz transceiver including a low noise amplifier. Persons can be safely detected in a distance of up to 15m. It consumes only 45mA from a 3.3V voltage source.

For power sensitive applications e.g. in battery powered systems the power consumption can be drastically reduced by operating the sensor in a pulsed mode. Using a duty cycle of 1:1000 or even less it is possible to reduce the average operating current to a few microamps. Three different antenna variants are available to cover a field of view ranging from 40 to 120 degrees. In case distance information is also necessary, the SMR can be supplied optionally as a VCO-transceiver, which can be frequency-modulated by applying an analog modulation signal to the VCO input. A frequency divider output, switchable between two different division ratios, gives the opportunity to read back the frequency or to operate the device in a phase locked loop. SMR: The surface-mountable radar For far range area surveillance the ISYS-3106 is a perfect choice. It is a full digital FSK- radar, which detects moving objects with a radial speed component of 0.25km/h up to 140km/h. The Frequency-Shift-Keying-modulation suppresses unwanted clutter from stationary objects very effectively.

A person is visible in up to 300m distance. The field of view (half power beamwidth) is 15 degrees in azimuth and 10 degrees in elevation. Broader view If a broader view is required, two sensors can be combined in a Master-Slave configuration. An object list as well as tracks of detected targets with range, speed and angle information is accessible via Ethernet interface. Due to the sensor s architecture, multiple objects can be captured, and they can be separated as long as they differ in speed or range. ISYS-3106: coverage of two sensors in master-slave configuration Real 3D-resolution (in range, speed and angle) can be achieved with MIMO-architectures, which have multiple inputs and multiple outputs. The ISYS-5010 is an example for a sophisticated MIMO-radar, which uses 4 receivers and 2 transmitters to generate 8 virtual antennas with an angular resolution of 16 degrees in azimuth. Two additional transmitters are used to extract the angle information in elevation. ISYS-5010: separation of objects in range, speed and angle The radar employs two-stage LNAs for each receive channel for lowest noise performance.

The distance and speed information are gained from a 2D-Fast-Chirp-FMCW modulation (frequency modulated continuous wave) capturing also non-moving objects in up to 55m distance. The sensor provides a target list on SPI and it can be configured via UART with the help of a supplied Graphical Users Interface.
