Why Tethered Drones Are A Boon For Surveillance Of Crowded Public Events

At the end of June last year the Federal Aviation Administration (FAA) implemented significant changes to the regulations and rules governing use in the US of unmanned aircraft systems (UAS), more commonly referred to as drones . This regulatory review was of particular interest to Oncam as we explore the opportunities to provide 360-degree cameras to drone manufacturers so they can offer additional security measures during large events. Commercial drone operations, such as the use of tethered drones, promote safety and security by allowing aerial coverage of high-attendance events such as sporting events, marathons, protests, parades and festivals.

Tethered drones use a small wire extending up to 500 feet that connects the drone to the ground. Tethered drones versus wireless drones The advantages of a tethered drone as opposed to a wireless drone is a constant connection to a power source, providing no limitations on the length of time the drone can stay in the air. This type of tethering technology can also provide greater bandwidth and, with that, much better video quality compared to wireless drones. Previous regulations burdened commercial drone users with strict restrictions on use and operability. Section 333 of the FAA Modernization and Reform Act of 2012 required special authority to operate UAS. New rules introduced in June under Part 107 enable the use of commercial drones without having to apply for a 333 exemption, thus streamlining the waiver process. Under Part 107, requirements for commercial drone flights are greatly reduced. Operators must now pass an aeronautical knowledge test and a background check to earn a remote pilot certificate. Although the FAA is demonstrating increased flexibility than traditional safety rules, with an influx of waiver requests, the agency will be forced to explore and define safety issues.

Many in the industry still criticize the lack of changes to the beyond-visual-line-of-sight drone regulations, voicing their discontent for ineffective restrictions on long-distance usage. The FAA remains concerned by risks posed by weather conditions, airspace and manned aircrafts, and location of people. With the drone industry booming, the future is sure to see further changes in regulations as the authorities scramble to keep pace with technological changes. Many security manufacturers are embracing advancements in drone surveillance capabilities as a means to grow situational awareness and safety for events, offering safe city applications for police departments and security personnel. The Security Industry Association (SIA) has expressed its opposition to legislation that circumvents current law in the State of Michigan by weakening background checks on security system installers in that state.

In a letter to Michigan Statehouse leadership, SIA Chairman Jay Hauhn strongly urged defeat of Senate Bill 1291 and 1292, the Internet Protocol-Enabled Premises Security, Monitoring, and Control Act and amendments to Private Security Business and Security Alarm Act.

In its letter, SIA stated the current legislative proposal is unnecessary, would contradict existing law, would be duplicative and would effectively create a new tax for homeowners seeking an electronic security solution.

We are greatly concerned that the legislation would ignore or provide loopholes in state and federal criminal background check requirements. We cannot imagine that any policymaker would seriously consider a bill that would allow companies to conduct in-house background checks. said Hauhn.

Analogue surveillance still king in Brazil Sales of analogue CCTV equipment in Brazil accounted for nearly 60% of total video surveillance equipment revenues in 2011 driven by numerous local manufacturers of analogue equipment. These figures come from the latest edition of the IMS Research report on the Latin American video surveillance market with IMS indicating that high sales of analogue equipment in Brazil is due to the country being slightly behind the curve in the transition from analogue to network video surveillance.

Analogue represents a larger proportion of the market in Brazil than in any other country in the Latin American region. Mexico conversely is seen as slightly ahead of the curve with the highest proportion of network video surveillance revenues in the region. Network video growth is predicted to be low in Mexico therefore, but there are still growth opportunities for the countries small analogue market.

Don t be surprised if you catch a federal fleet of sneaky spy drones soaring over your head in the near future, but don t be too terrified it s all in the name of public safety.

The US Department of Homeland Security2 is asking the makers of small unmanned aerial vehicles to submit their crafts for consideration as the agency ramps up the construction of a full-fledged surveillance state across America. The DHS plans to soon conduct drone tests over the Fort Sill, Oklahoma US Army base3, and they re already soliciting spy planes from the private sector so they can select what kind of UAV to use.

According to a request for information published on the Federal Business Opportunities website4 recently, the DHS is determined to begin drone tests over the military base soon and is seeking submissions from drone makers that don t mind making a few bucks by having their products put into the US airspace to conduct sweeping surveillance.

The Borders and Maritime Security Division of the DHS will conduct flight testing and evaluation of airborne sensors and small unmanned aerial systems, the request reads, and now invites vendors to submit drones to be tested under a wide variety of simulated but realistic and relevant real-world operation scenarios.

The solicitation says that drones will be evaluated to see how well they perform law enforcement operations and conduct search and rescue missions, but once a craft is handed over to the DHS then the details will be put under lock and key. Specifically, the call for work says, the information within each test report will be classified as For Official Use Only5, and will not be shared with the general public.

Given that the department has already addressed the issue of acquiring drones to give the DHS a better eye of domestic doings, though, those law enforcement operations in question could very well transcend away from legitimate uses and quickly cause civil liberty concerns from coast-to-coast.

Homeland Security Janet Napolitano told a House Committee panel in July that the DHS was looking at drones that could be utilized to give us situational awareness in a large public safety matter or disaster and the next piece of the puzzle is already being put into place. With their latest solicitation, the DHS acknowledges that it is specifically testing a Robotic Aircraft For Public Safety, but the components necessary to be considered suggest that any drone adopted by the agency will be brought in for sweeping surveillance.

The solicitation request requires that all drones be equipped with Electro-Optical/Infra-Red sensors6, as well as the technology to sniff out certain chemicals from thousands of feet from above. The UAV must also have an integrated laser designator, can be hand-launched by a single person and must be able to be remotely managed by a pilot with only one day of training.

The Federal Aviation Administration is working towards putting the finishing touches on rules and regulations for widespread domestic drone use, and the agency expects as many as 30,000 UAVs will be in America s airspace by the decade s end.
