GDPR gives CCTV operators chance to tackle negative image head-on , says white paper

DATA PROTECTION A white paper exploring the implications for CCTV of the forthcoming GDPR has been published by cloud-based surveillance company Cloudview. The General Data Protection Regulation (GDPR) comes into force across the EU including the UK from 25 May 2018. The upper limit of possible penalties has been raised considerably: organisations found in breach of the law could be fined amounts up to 79 times greater than those levied under the existing data protection regime.

When installing a new system or upgrading an old system, any CCTV user or service provider will be expected to identify security risks and how those risks are to be addressed. Excerpt from Watching the Watchers Watching the Watchers: CCTV, the GDPR and the third wave of Data Privacy Regulation charts the history of data protection law, examines the changes introduced by the GDPR, identifies a shift from compliance to accountability , offers advice to CCTV operators and asks whether the new law might present an opportunity as well as a legal and administrative burden. Indeed, the white paper s introduction offers a positive take on a law that is causing great anxiety for organisations in most sectors: The CCTV industry has, almost from its inception, been portrayed in popular culture as the unofficial face of unaccountable surveillance overreach and invasion of privacy, it says. This position has been cemented by a popular perception of a lack of transparency and public engagement on the part of its users. More recently, it has become the unwilling poster child for the hazards of engaging with the Internet of Things. The General Data Protection Regulation (GDPR) thus provides a welcome opportunity for the CCTV industry and its users to tackle this negative image head-on. The paper has been written by Andrew Charlesworth, a reader in IT and Law and director of the Centre for IT and Law at the University of Bristol (CITL). Cloudview which commissioned the report, provides a service that mobilises cloud computing and IoT technology to centralise and store visual data from CCTV systems, meaning the data can be analysed like any other form of big data. Connected to analogue or IP cameras, Cloudview securely transports visual data to cloud servers that the company says are secure and resilient.

How evolving terror tactics have driven advances in perimeter security

Many urban threats used to be seen, at least in the eyes of the public, as things that happened on other shores. However, an increase in urban attacks of late has put pressure on security services to come up with innovative solutions that allow business to continue as normal and the public to enjoy some peace of mind. Amid these new threats, coupled with geopolitical fears and the ongoing refugee crisis in Europe, governments are attempting to make borders more secure and event venues and stewards of high-risk public areas are following suit.

With terrorists now using vehicles as weapons, many existing security solutions need reassessing as they are inadequate at preventing vehicular attack. This month marks the anniversary of the Nice attack and similar incidents have occurred since in Berlin, Stockholm and London. The change in tactics has rendered current security provisions outdated. A proactive, preventative approach is now required if security personnel are to put a stop to such incidents. Mitigating risk While no guarantee can be made about the safety of those attending events or conducting their daily lives in high-risk, crowded public areas, perimeter security does provide an increased level of protection and has seen advancements designed to mitigate the risk and impact associated with today s urban threats. Previously seen on military bases, oil and gas fields and other important infrastructure, perimeter security products have become popular for those looking to secure their event and put public safety firmly back on the agenda. Threats are, of course, unpredictable. However, providing a readily-available solution for areas deemed high-risk due to large volumes of the public passing through, including stadiums or other event spaces, can help deter or reduce the impact of vehicular and some other attacks. These revelations have prompted the development of barriers that are crash-resistant up to speeds of 50mph and use an anti-climb mesh to prevent further intrusions. As the solutions are flat-packed and can be earth-filled, they are an effective option for event security, minimising installation time and the impact on the surrounding environment.

Units can also be branded, so they remain inconspicuous and in line with an organisation s existing branding. New threats are presenting themselves every day. Organisations and urban spaces are aware they can no longer be just reactive in the wake of a hostile event. Precautionary measures are becoming increasingly advanced and accessible, and where public safety is concerned, you truly cannot put a price on it. Crime data-sharing platform wins six-figure government funding

National Business Crime Solution An initiative for sharing data between the business community and law enforcement agencies has secured significant government funding. Founded by Jason Trigg, the former owner of Cardinal Security, the National Business Crime Solution (NBCS) is a centralised repository for business crime data from which intelligence can be generated to more effectively detect, prevent and respond to crime. The initiative helps stakeholders identify links between crimes committed across a wide geographic area because many criminals travel the length and breadth of the country to commit crime.

The not-for-profit initiative, which in three years has grown its membership by 213% to nearly 50 organisations, has been awarded a six-figure sum from the Police Transformation Fund, a Home Office programme. NBCS management say the money can help them become self-sustaining, make new appointments, attract new members, enhance corporate governance, raise awareness and revamp its branding. With additional resources they will also seek to enhance the quality of information shared and circulated and deliver a fraud-sharing platform. Preventative action This is a unique service from a trusted partner that truly offers the way forward for the industry and police to work together to achieve a common goal, said DCI Georgie Barnard of the National Police Chief s Council, which supports the NBCS. NBCS offers timely information on crime trends to enable businesses in all market sectors to take better preventative action and enable more effective engagement with the police. The NBCS is already credited with the positive identification of 419 suspects and arrest of 309 offenders over the last three years, as well as playing a role in securing sentences of over 200 years for offenders causing the most harm. The NBCS won a Retail Fraud Award in 2014 and an award for Best Collaborative Solution and Best Crime Partnership in 2016. We have proven that by working in collaboration we can build a national profile of business crime and actively support the police service by building watertight cases that result in real action, says Catherine Bowen, policy and stakeholder director at NBCS. The partnership between NBCS and the police service has gone from strength to strength and the money we have received from the Police Transformation Fund rubber stamps our credentials and can be seen as an endorsement of the work we do in better protecting businesses.

Synergis and SALTO locks integration means our customers can cost-effectively replace mechanical locks, says Genetec

integration Genetec Synergis the IP access control system of Security Center now supports SALTO SVN-enabled locks, Genetec has announced. SALTO s standalone battery-operated locks, which are now available through Genetec s global reseller network, can now replace traditional mechanical locks on doors and entrances that might have otherwise been too expensive to network with wired or wireless locks. Harnessing RFID (radio-frequency identification) technology escutcheons, electronic cylinders, locker locks, electronic padlocks and other SALTO locks can communicate with a central server through a smart data-on-card system.

The keycard contains all access data. An offline standalone door, locker, cabinet or server rack can writes data like access rights, blacklist information or battery status back onto a card, which then relays this data back to Synergis via online wall readers, thanks to two-way communication. The integration also means that Synergis access cards and locks can now be updated, restricted or deleted remotely. Customers who rely on traditional mechanical brass keys for interior openings like doors, cabinets and lockers are all too familiar with the tremendous costs and loss of time associated with rekeying and lock reprogramming, says Derek Arcuri, access control product marketing manager at Genetec. The integration between SALTO SVN and Security Center Synergis unlocks an opportunity for customers to efficiently heighten their security without the added expense of adding network access to each interior opening. The SALTO range of SVN-supported locks includes the cost-effective XS4 range of escutcheons, electronic cylinders and the entire SALTO platform. For customers who wish to include offline locks in their managed access control infrastructure the only option was until now to replace these standalone locks with more expensive hard wired or wireless options. The SALTO SVN-enabled locks are not only priced similarly to traditional locks, but they can now be integrated and managed within Synergis through the movement of SALTO SVN smartcards, says Bill Wood, president of Salto Systems, North America. The SALTO XS4 platform is available immediately through Genetec and its certified global network of resellers.

The Centre is a BS 5979:2007 compliant Alarm Receiving Centre and in the event of an alarm notification, operatives can use footage from security systems in conjunction with wireless alarm solutions to identify the reason for activation, and take relevant action in accordance with Service Level Agreements. Our key holding service5 meets the agreed BS7984 standards advised by the Association of Chief Police Officers (ACPO). In the case of a suspected intrusion, the National Support Centre can despatch our 24-hour mobile patrol teams, who are trained to preserve the crime scene and notify both the police and client whilst maintaining a presence on the site until satisfied that the facility is secure.
